Introduce the sso marker for postInstallMessage
...
The marker is "=== sso ==="
The part before the marker is shown if sso i disabled,
the remaining part is shown when sso is enabled.
If no marker is found, the whole text is shown

Allow configure command when in configuration state
...
Currently, we only allow restore (from backup) and uninstall. If configure
is taking very long (like external domain) and someone wants to reconfigure
we should let them.
We are sort of trying to think of 'reconfigure' as 'retry' in case of
external errors.

The same can be achieved with a new group and it just
keeps the superuser/admin out of the way here. In any case
admins can always access all apps.
